Residents' petition targets IPE activities on city land

Armstrong has received three complaints in the past regarding the use of the property

A neighbourhood dispute will have to be settled before the City of Armstrong agrees to use of a piece of its property by the Interior Provincial Exhibition.

The city, for a number of years, has granted permission to the IPE to utilize city property at the corner of Jackson Avenue and Poole Street by West Coast Amusements for overflow parking.

“The IPE submits the request annually and council’s permission includes consideration of whether the use has generated any complaints,” said Coun. Shirley Fowler, head of the city’s community services committee.

The city has received a petition signed by 32 residents of properties in the Jackson and Warner Avenue neighbourhoods, requesting the city and IPE relocate carnival workers off the city property.

“They feel they are an inconvenience and a traffic hazard,” said Fowler, who told council that residents have spoken with IPE manager Bryan Burns about the issue.

The IPE board has discussed the matter, said Fowler, and gave direction to look into the issue and try to solve problems, possibly changing where people set up during the fair.

“Hopefully the two sort things out before the IPE comes back to the city to request the use of the property,” said Fowler.

The city has received three complaints in the past regarding the use of the property: portable toilets being knocked over, creating a bad odor; the unauthorized overnight accommodation of carnival workers; and unauthorized provision of potable water to the same overnight accommodation camp.
