Lumby neighbourhoods could be evolving.
Council gave two readings Monday to a bylaw that would permit secondary suites and backyard chickens.
“I am interested to hear if people are in opposition or not,” said Coun. Jo Anne Fisher.
The proposed bylaw identifies secondary suites as a permitted use within single-family dwellings on rural and residential zones.
“Hopefully it will provide more affordable housing and make it easier for people to afford mortgages,” said Coun. Lori Mindnich.
Mindnich says the current cost of housing — renting and purchasing — may be restricting some people from staying in Lumby or moving to the community.
“The cost of housing is an issue everywhere.”
Mindnich admits, though, that the presence of suites may cause concerns for existing neighbours and issues such as parking are addressed in the bylaw.
The document would also permit laying hens on any lot that contains a single-family dwelling or manufactured home and is zoned rural or residential (except the residential manufactured home park zone).
“We’ve been waiting for an urban hen bylaw,” said Fisher.
“There have been requests from residents for urban hens.”
The primary thrust behind urban hens is to promote food safety and sustainability.
“We have people who are into organic gardening and growing their own food,” said Fisher.
Roosters would not be allowed as a way of reducing noise.
Other aspects of the proposed bylaw deal with steel cargo containers and on-street parking for home-based businesses.
The bylaw must go to a public hearing before members of council can consider adoption.
