Blight - definition: have a detrimental effect on.

In my daily walks I have increasingly encountered sidewalks blocked and obstructed with downed and abandoned scooters, often as many as two or three per walk.

Walking with a walker or child's stroller has become hazardous for the walking public. Many sidewalks do not have bevelled or sloped edges and there is a drop of five to six inches to the pavement below.

Maneuvering a walker or stroller, with a little passenger, off of an then back onto the sidewalk to get by a downed scooter causes difficulty as one has four wheels to content with.

Now begs the question: would any Vernon citizen be allowed, without consequence, to litter the city sidewalks with abandoned debris that could have a detrimental effect on those travelling them?

I, as a member of Vernon's walking public, propose that no further contracts be extended by the city of Vernon to the scooter company.

P.S. - Has anyone ever seen a rider wearing a helmet?
